Exempts vessels operating within regulation legal and permitted slalom courses from the requirement of having an observer on board if equipped with a rear view wide angle mirror.

Requires the mirror to be at least 4 inches in size from bottom to top and across from side to side, firmly mounted to provide the operator a full, complete view beyond the rear of the vessel at all times.

Maintains existing exemptions for vessels used by water ski schools for instruction and vessels used in duly authorized water ski tournaments, competitions, expositions, or trials.

Preserves existing prohibitions on towing water skiers between one hour after sunset and one hour prior to sunrise, except during authorized tournaments and competitions.

Maintains existing requirements that all vessels towing water skiers operate in a careful and prudent manner at reasonable distances from persons and property.
