Amends Section 7-704, Idaho Code to add a new prerequisite requiring a public meeting with 10 days' notice published in newspapers before taking private agricultural property for electrical transmission lines exceeding 230 kilovolts (KV) in capacity.

The public meeting must allow testimony from interested persons regarding the proposed transmission line location, with the legal notice published prior to the meeting in all affected counties.

Restructures Section 7-704 by renumbering existing prerequisites as subsections (a) through (d), including that the use be authorized by law, necessary to such use, directly serve Idaho residents' interests, and be more necessary if replacing existing public use.

Corrects a code reference in Section 40-506 from "section 7-704 2.(1)(b)" to "section 7-704 2.(1)(b)" regarding compensation for taking advertising displays and related property rights.

Makes technical corrections to numbering and formatting of eminent domain law prerequisites.
