Amends Idaho Code Section 50-1029 to revise definitions of "works" to explicitly include airport facilities and air navigation facilities, and adds comprehensive definition of "electric system" as all generation, transmission and distribution facilities of a municipal electric system.

Amends Idaho Code Section 50-1030 to authorize cities and regional airport authorities to issue airport revenue bonds payable from airport revenues to finance airport facilities held by the political subdivision, and to issue special facility bonds for airport facilities financed for private persons, associations or corporations.

Amends Idaho Code Section 50-1035 to allow issuance of airport revenue bonds and special facility bonds without requiring a two-thirds voter approval election, provided bonds are secured solely by airport revenues and not by the full faith and credit of the political subdivision.

Amends Idaho Code Section 50-1039 to require special facility bonds issued for airport facilities owned by private entities to be additionally secured by a deed of trust, mortgage, or other lien on the financed facilities, rather than relying solely on revenue pledges.
