Public libraries receiving state funding must implement internet safety policies with technology protection measures that block obscene material and child pornography for all users, and material harmful to minors when used by minors.

Library administrators may disable protection measures at a patron's request for bona fide research or other lawful purposes, but only for non-minor patrons.

Library boards of trustees must adopt policies in open meetings, review them at least every three years, post notice of availability in a conspicuous location, and make administrative procedures and complaint procedures available for public review.

Policies must define and restrict access to child pornography, material harmful to minors, and obscene depictions, with specific statutory definitions provided for each category.

Libraries may implement additional internet restrictions beyond those specified in this section, and the provision does not affect existing Idaho Code section 33-132.
