• Amends Idaho Code sections relating to the Division of Purchasing to revise definitions including "acquisition," "procurement," "property," and various vendor-related terms.

• Repeals sections 67-5719 (statement of supplies on hand), 67-5721 (acquisition of nonowned property), 67-5727 (maintenance of stocks), and 67-5732 (rules).

• Authorizes the administrator to purchase property in the open market when educational discounts, federal surplus property, reverse public auctions, or sole-source vendor situations apply, or under other circumstances approved by the director of administration.

• Revises vendor disqualification provisions to allow disqualification for failure to perform contracts, specification manipulation, obstruction of acquisitions, perjury, violation of chapter provisions, or federal debarment; establishes notification and appeal procedures with disqualification periods of 6 months to 5 years.

• Makes technical corrections to code references and clarifies the administrator's authority regarding federal surplus property acquisition, warehousing, and distribution to eligible educational, medical, and civil defense institutions.
