House Bill 191 - Summary

• Authorizes pari-mutuel betting on simulcast and televised horse races in facilities located outside the race meet grounds, within the same county or in other counties, subject to county commissioner approval.

• Requires licensees operating off-track simulcast facilities to pay a minimum of 1% of gross daily receipts to the Idaho State Racing Commission for deposit in the newly created Live Horse Race Purse Distribution Fund.

• Distributes funds from the Live Horse Race Purse Distribution Fund to live horse race licensees that operated fewer than 15 race days during the preceding calendar year, calculated proportionally by number of race days run.

• Requires licensees to pay an additional minimum of 1% of gross daily receipts to the original licensee whose license is being used, with those moneys used solely for live horse race meet purses.

• Allocates excess proceeds exceeding $14,000,000 in annual simulcast handle by distributing 5% of the balance (capped at $12,500) each to the Idaho Horse Board for youth programs and the Idaho Robert R. Lee Promise Scholarship Program.
