Amends Idaho Code sections 50-2027 and 50-2911 to extend the contestation period for urban renewal plans and bonds from 30 days to 90 days after the effective date of the ordinance or resolution.

Allows any person in interest to contest the legality of urban renewal ordinances, resolutions, proceedings, or authorized bonds within the 90-day period.

Establishes that after the 90-day period expires, the validity, legality, and regularity of such ordinances, resolutions, proceedings, and bonds are conclusively presumed.

Preserves the right to challenge ordinances, resolutions, proceedings, or bonds on constitutional grounds under the Idaho or U.S. Constitution, notwithstanding the time limitation.

Makes technical corrections including deletion of archaic code references and correction of codifier's errors.
