Removes the geographic limitation that restricted high occupancy vehicle lane (HOV) rules to counties with populations under 25,000 that contain a resort city authorized to approve nonproperty taxes.

Expands the applicability of Idaho Code Section 49-1421A statewide rather than limiting it to specific counties meeting population and resort city criteria.

Maintains existing HOV lane requirements prohibiting vehicles with fewer than two persons (including driver) from using restricted lanes, with exceptions for motorcycles, public transit, emergency vehicles, and authorized maintenance vehicles.

Preserves the $100 fixed penalty for violating HOV lane restrictions and retains existing definitions of HOV lanes, public transportation vehicles, and emergency vehicle operations.
