Out-of-state mail service pharmacies must complete a prospective drug review by a licensed pharmacist before dispensing any prescription.

Out-of-state mail service pharmacies must have a licensed pharmacist counsel patients or caregivers when dispensing new medications or when otherwise deemed necessary or appropriate, including provision of supplemental written materials.

For refills or renewed prescriptions, out-of-state mail service pharmacies must offer counseling by telephone or other telecommunications service, with a licensed pharmacist providing counseling if the offer is accepted.

All counseling must occur through person-to-person voice contact with the patient or caregiver via telephone or other telecommunications service.

Pharmacies are not required to provide counseling if the patient or caregiver refuses it or if counseling is otherwise impossible.
