House Bill No. 222 Summary

• Establishes statewide firearms preemption by prohibiting counties, cities, and political subdivisions from regulating firearms sales, acquisition, transfer, ownership, possession, transportation, carrying, or storage except as expressly authorized by state statute.

• Allows counties to regulate firearm discharge within their boundaries with specific exemptions for lawful defense, hunting, landowner use, sport shooting ranges, and target shooting on public land.

• Allows cities to regulate firearm discharge within their boundaries with exemptions for lawful defense and lawful discharge on sport shooting ranges.

• Permits University of Idaho, state college and university boards of trustees, community college trustees, professional-technical education board, and dormitory housing commissions to regulate or prohibit firearm possession only in undergraduate student housing facilities they own or operate.

• Includes severability clause to preserve validity of remaining provisions if any section is declared invalid.
