Applicants seeking public assistance based on the number of dependent children must provide the state department with a copy of each child's birth certificate or proof of application for a birth certificate.

If an applicant cannot provide a birth certificate for a dependent child, the state department may grant a one-month extension of public assistance upon a showing of good cause.

Good cause is established when documentation shows the applicant applied for or made reasonable effort to obtain a birth certificate that has not been timely processed by the issuing entity.

Good cause is not satisfied when delays result from illness, lack of transportation, or temporary absences.

The showing of good cause requirement must be repeated each month the applicant fails to provide a birth certificate to the state department.
