Amends Idaho Code Section 9-340C to allow the State Controller serving as the State Social Security Administrator to access otherwise exempt personnel and confidential records from public agencies.

Amends Idaho Code Section 9-348 to exempt information released to the State Controller as the State Social Security Administrator from privacy restrictions on mailing and telephone number lists.

Adds new Idaho Code Section 59-1101A authorizing the State Controller as State Social Security Administrator to inspect, copy, and access agency records necessary for compliance with 42 U.S.C. Section 418, including confidential employer and individual information.

Requires the State Controller to implement and maintain technical and physical safeguards to protect the security, confidentiality, and integrity of accessed information consistent with issuing agency requirements.

Declares an emergency, making the act effective immediately upon passage and approval.
