Makes it a misdemeanor for registered sex offenders to be on school premises or grounds when children under 18 are present or within 30 minutes before or after scheduled school activities.

Prohibits registered sex offenders from loitering within 500 feet of school property lines during times when children are present or within 30 minutes before or after school activities.

Prohibits registered sex offenders from residing within 500 feet of school property, measured from their dwelling unit's exterior wall to the school's property line, unless their residence was established before July 1, 2006.

Creates exceptions allowing registered sex offenders to be at schools if they are a student, parent/guardian attending events with school officials present, voting, making deliveries, or have written permission from school officials.

Requires registered sex offenders who are parents/guardians dropping off children or attending school events to contact the school district office annually and obtain written permission before their first school year visit.
