Expands the list of criminal offenses that constitute "pattern of criminal gang activity" from the original list to include sexual abuse crimes, human trafficking, escape from prison, riot, disturbing the peace, property crimes, and graffiti offenses.

Increases punishment for felony gang-related crimes from a standard extended term to not less than 2 years and not more than 5 years in prison.

Increases punishment for gang-related crimes committed within 1,000 feet of schools during operating hours from not less than 1 year to not less than 2 years, and raises maximum from 4 years to 5 years in prison.

Makes technical correction to Section 18-8502(3)(e) regarding drug-related offenses and revises Section 18-8502(3)(f) to reference "bomb or destructive device" rather than describing felony weapons violations.

Applies enhanced sentencing provisions to juveniles waived to adult court under the same conditions as adults, with sentences running consecutively to underlying offense punishments.
