Appropriates $350,000 from the American Reinvestment Fund to the Office of Energy Resources for fiscal year 2011 ($60,000 for personnel costs and $290,000 for operating expenditures).

Transfers the remaining unencumbered balance of approximately $99,500 from the Idaho Economic Development Biofuel Infrastructure Matching Fund to the General Fund for fiscal year 2011.

Appropriates $2,843,100 to the Office of Energy Resources for fiscal year 2012 from five funds: Indirect Cost Recovery Fund ($478,800), Renewable Energy Resources Fund ($359,400), Miscellaneous Revenue Fund ($665,600), Petroleum Price Violation Fund ($151,500), and Federal Grant Fund ($1,187,800).

Limits the Office of Energy Resources to a maximum of 18 full-time equivalent positions during fiscal year 2012 unless specifically authorized by the Governor.

Authorizes reappropriation of unexpended American Reinvestment Fund and stimulus-related Indirect Cost Recovery Fund moneys for nonrecurring expenditures in fiscal year 2012, with authority to transfer up to $331,100 between fund categories for proper personnel cost accounting.
