Authorizes the commission to issue special big game auction tags called "Governor's auction tags" for deer, elk, pronghorn antelope (up to 3 per species per year), and mountain goat, bighorn sheep, and moose (1 per species per year).

Governor's auction tags are available to both Idaho residents and nonresidents, valid for hunting during September 1 through November 30 in any established hunt area, and must be signed by the governor prior to auction.

Nonprofit organizations dedicated to wildlife conservation conduct the auctions and may retain no more than 5% of proceeds for administrative costs.

Auction proceeds are allocated 30% to sportsmen access programs and 70% to wildlife habitat projects, wildlife management projects to increase big game quantity and quality, and research and planning activities.

Tags for deer, elk, pronghorn antelope, and moose are taken from nonresident controlled hunt programs, while tags for mountain goat and bighorn sheep are taken from nonresident quotas for those species.
