Appropriates $154,800 from the American Reinvestment Fund to the Department of Lands for fiscal year 2011 (July 1, 2010 - June 30, 2011) for Forest Resources Management ($86,000) and Forest and Range Fire Protection ($68,800) personnel costs.

Appropriates $43,726,800 to the Department of Lands for fiscal year 2012 (July 1, 2011 - June 30, 2012) across five programs: Support Services, Forest Resources Management, Land/Range/Mineral Resource Management, Forest and Range Fire Protection, and Scaling Practices, from multiple fund sources.

Authorizes the Department of Lands to maintain no more than 259.47 full-time equivalent positions during fiscal year 2012, with any increases requiring specific Governor authorization and notification to the Joint Finance-Appropriations Committee.

Exempts the Forest and Range Fire Protection Program from object transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between object codes for fiscal year 2012 moneys, with legislative approval required for transfers between different funds.

Declares an emergency for Section 1, making the fiscal year 2011 appropriation effective upon passage and approval.
