Applicants for federal food stamp program benefits must verify the identity of each household member listed on their application through documentary evidence (such as birth certificate) or collateral contact as defined in federal regulation 7 CFR 273.2.

Applicants may receive a one-month extension of benefits if they demonstrate good cause for not providing required identity verification documents or collateral contact, but must show good cause each month the requirement is not met.

Good cause does not include delays caused by illness, lack of transportation, or temporary absences.

Exempts applicants who have provided or previously provided specific documents listed in section 67-7903(4)(b)(viii) or (ix), Idaho Code, from identity verification requirements.

Authorizes the State Department of Health and Welfare to promulgate rules to implement these verification provisions.
