Establishes a moratorium on new permits and licenses for wind turbines exceeding 100 feet in height and 100 kilowatts nameplate capacity from the effective date until July 1, 2013.

Exempts previously approved projects with expired statute of limitations for legal proceedings and allows projects with pending legal proceedings to proceed after court approval.

Exempts facilities owned or controlled by the United States government or Bonneville Power Administration.

Requires the Idaho Legislative Council interim committee on energy, environment and technology to conduct a thorough analysis of wind development impacts and provide recommended amendments to the Idaho energy plan to the governor and legislature by January 15, 2013.

Declares an emergency and provides that the moratorium provisions automatically expire and become void on July 1, 2013.
