Amends Section 9-337, Idaho Code, to revise the definition of "state agency" in public records law.

Expands the definition of "state agency" to include any nongovernmental entity which participates in the public employment retirement system of Idaho.

Maintains existing definition that "state agency" includes every state officer, department, division, bureau, commission and board or any committee of a state agency in the legislative or judicial branch, except the state militia.

Applies to sections 9-337 through 9-347, Idaho Code, governing public records access and definitions.
