Classifies nutrient management plans and all information generated by dairies as a result of such plans as trade secrets, production records, or proprietary information that must be kept confidential.

Exempts dairy nutrient management plans from disclosure under Idaho Code section 9-340D, which governs public records requests.

Requires all dairy farms to maintain approved nutrient management plans covering the dairy farm site and other land owned and operated by the dairy farm owner or operator.

Mandates that nutrient management plans include names and addresses of livestock waste recipients, acreage where waste is applied, and amount of waste received, with this information available to the county where the dairy or land is located.

Declares an emergency effective date so the act takes effect immediately upon passage and approval.
