Requires the Idaho State Department of Agriculture Director to clearly specify in proposed rulemaking notices and records when rules are broader, more stringent, or regulate activities beyond federal law or regulations.

Directs the Director to use best available peer-reviewed science and data collected by accepted or best available methods when proposing rules under specific Idaho Code chapters (22-49, 25-38, and 37-4).

Requires proposed rules protecting human health and environment to include in the rulemaking record identification of affected populations, expected risk estimates, uncertainty analysis, and relevant supporting or contradicting studies.

Mandates the Director provide notice to the standing committee of the legislature identifying portions of adopted rules that exceed federal law or regulations or regulate non-federally regulated activities.

Clarifies the requirements do not grant the Director additional rulemaking authority and do not alter other state laws limiting agency action broader than federal law; applies to both new rules and amendments to existing rules.
