Out-of-state mail service pharmacies must operate a toll-free telephone service at least 6 days per week for a minimum of 40 hours per week to facilitate patient communication with pharmacists who have access to patient records.

Licensed pharmacists must complete a prospective drug review before dispensing any prescription, as defined in section 54-1705, Idaho Code.

Pharmacies must require a licensed pharmacist to counsel patients or caregivers when dispensing new medications or when otherwise deemed necessary or appropriate through person-to-person voice contact via telephone or other telecommunications service.

Counseling must include supplemental written materials as required by law and comply with requirements in section 54-1705, Idaho Code.

Pharmacies are not required to provide counseling if the patient or caregiver refuses it or if counseling is otherwise impossible.
