Appropriates $562,481,700 to the Idaho Transportation Department for fiscal year 2012 (July 1, 2011 through June 30, 2012) across eight programs: Administration, Capital Facilities, Aeronautics, Public Transportation, Planning, Motor Vehicles, Highway Operations, and Contract Construction & Right-of-Way Acquisition.

Limits the Idaho Transportation Department to 1,827.5 full-time equivalent positions during fiscal year 2012, with any increases requiring specific authorization by the Governor and notification to the Joint Finance-Appropriations Committee.

Continuously appropriates all moneys transferred to the Local Bridge Inspection Fund and Railroad Grade Crossing Protection Fund to the Idaho Transportation Department for stated purposes.

Reappropriates unexpended and unencumbered balances from fiscal year 2011 for Contract Construction and Right-of-Way Acquisition, and reappropriates State Aeronautics Fund balances for Airport Development Grants.

Appropriates $25,000 from the State Highway Fund for transfer to the Tourism and Promotion Fund to support Gateway Visitor Centers, and exempts the department from object and program transfer limitations under Idaho Code Section 67-3511.
