Appropriates $1,849,400 to the Executive Office of the Governor for fiscal year 2012 (July 1, 2011 through June 30, 2012), comprised of $1,643,500 for personnel costs and $205,900 for operating expenditures.

Includes $18,200 for acting governor pay, $1,826,200 for administration of the governor's office, and $5,000 for expense allowance.

Limits the Executive Office of the Governor to no more than 26 full-time equivalent positions during the fiscal year, unless specifically authorized by the Governor with prompt notification to the Joint Finance-Appropriations Committee.

Exempts the Executive Office of the Governor from restrictions on transfers between object codes and between programs for fiscal year 2012, allowing unlimited transfers within appropriated moneys.

Prohibits transfer of legislative appropriations from one fund to another unless expressly approved by the Legislature.
