Appropriates $3,048,900 to the State Treasurer for fiscal year 2012 (July 1, 2011 through June 30, 2012), distributed across General Fund ($1,309,300), State Treasurer LGIP Fund ($435,000), Treasurer's Office Professional Services Fund ($453,200), and Abandoned Property Trust Unclaimed Property Fund ($851,400)

Authorizes the State Treasurer no more than 26 full-time equivalent positions during fiscal year 2012, unless specifically authorized by the Governor with prompt notification to the Joint Finance-Appropriations Committee

Exempts the State Treasurer from object transfer limitations for fiscal year 2012, allowing unlimited transfers between object codes, while prohibiting transfers between funds without express legislative approval

Reappropriates any unexpended and unencumbered balances from the State Treasurer LGIP Fund for fiscal year 2011 for nonrecurring expenditures during fiscal year 2012

Designates $435,900 of the appropriation for bank service fees for the period July 1, 2011 through June 30, 2012
