Creates the Idaho Uninsured Motorist Identification Database Pilot Program to establish a database providing statistical information on Idaho motor vehicle owners' compliance with financial responsibility requirements.

Department shall contract with a third party designated agent at no cost to develop and maintain an automated database from insurer submissions and department vehicle registration data, with updates required at least monthly or twice monthly depending on submission type.

Insurers must report motor vehicle insurance policies by the 7th and 21st of each month for standard coverage and by the 7th for commercial motor vehicle insurance, including insured names, driver's license numbers, vehicle identification numbers, and policy dates.

Information in the database may only be disclosed for statistical and analytical reporting purposes for the pilot program; unauthorized release or disclosure of personally identifiable information is a felony.

Director of Idaho Transportation Department may assess administrative penalties up to $250 per day for insurer non-compliance, with penalties deposited to the state highway fund; pilot program expires January 1, 2013.
