Modifies Idaho Code Section 59-1342 to establish separate retirement benefit calculations for Idaho legislators who left office before July 1, 2011 versus those who left on or after that date.

Legislators who left before July 1, 2011 and subsequently became regular employees have their initial service retirement allowance computed on total months of credited service without special legislative treatment.

All other Idaho legislators have their retirement allowances computed using the same rules as non-legislative elected or appointed officials, including provisions that may limit benefits based on part-time work status.

Makes parallel amendments to Idaho Code Section 59-1346 regarding early retirement allowance computations, applying the same distinction between pre- and post-July 1, 2011 legislators.

Establishes that early retirement allowances are reduced by one-fourth of one percent for each month the member retires before full benefit eligibility, with further reductions of varying percentages depending on the effective date.
