Appropriates $1,865,000 to the Department of Administration for fiscal year 2011 (July 1, 2010 - June 30, 2011) from the Idaho Education Network Fund for operating expenditures ($1,221,200) and capital outlay ($643,800).

Appropriates $53,037,200 to the Department of Administration for fiscal year 2012 (July 1, 2011 - June 30, 2012) across multiple divisions including Director's Office, Administrative Rules, Information Technology, Public Works, Purchasing, Insurance Management, and Bond Payments from various state funds.

Authorizes the Department of Administration to maintain no more than 150.75 full-time equivalent positions during fiscal year 2012, with the Joint Finance-Appropriations Committee to be notified of any Governor-authorized increases.

Directs the State Controller to transfer $1,343,650 from the Permanent Building Fund to the Administrative and Accounting Services Fund on July 1, 2011, and again on January 1, 2012, for statewide elected officials' rent.

Requires the director of the Department of Administration to maintain same health insurance benefits for state employees in fiscal year 2012 as fiscal year 2011 and to maintain grandfathered status under federal health care law unless a cost-benefit proposal is submitted to the Legislature; directs use of Group Insurance Fund reserves for two premium holidays for agencies and two for employees.

Requires the Idaho Education Network Program and Resources Advisory Council to implement contract monitoring procedures and provide quarterly reports to legislative committees detailing budgeted and actual expenditures, business plan changes, connected institutions, and training opportunities.
