Amends Section 39-116B, Idaho Code to allow vehicles found in compliance with current emissions standards to have revoked registrations reinstated without charge.

Motor vehicle inspection and maintenance programs may be implemented in airsheds within metropolitan statistical areas where ambient air quality reaches 85% of national standards for 3 consecutive years and motor vehicles are a top 2 emission source.

Inspection fees capped at $20.00 per vehicle; inspections required no more than once every 2 years.

Electric or hybrid vehicles, new vehicles less than 5 years old, classic automobiles, motorized farm equipment, and vehicles engaged solely in agricultural business are exempt from inspection programs.

Act declared an emergency and takes effect upon passage and approval.
