Creates a Professional Standards Commission in the Department of Education consisting of 18 members, including one staff member from the state Department of Education and one from the Division of Professional-Technical Education

Requires at least 7 members to be certificated classroom teachers in Idaho public schools, including at least one teacher of exceptional children and one teacher in pupil personnel services

Designates specific organizations authorized to submit three nominees for each commission position, including teacher organizations, school administrator associations, school boards association, higher education institutions, and private colleges

Allows the state superintendent of public instruction to submit one additional nominee for any non-staff position to the state board of education for consideration

Provides that the state board of education appoints or reappoints commission members for three-year terms
