School districts must annually allocate at least 2% of school building replacement value for maintenance from available sources, with state funding calculated by dividing one (1) by the district's value index and multiplying by 0.5% of replacement value.

Replacement value is determined by multiplying square footage of building floor space by $81.45 per square foot, with exclusions for buildings less than one year old and graduated exclusions for newer buildings constructed between July 1, 2009, and September 30, 2019.

School districts must submit information to the State Department of Education by the third Friday in December including square footage, allocated funds and sources, projects funded, and planned uses of maintenance allocations.

Changes submission requirement for 10-year maintenance plans from annual submissions to submissions only in years ending in zero (0) or five (5), and these plans must include details of work completed and revisions to the previous plan.

Maintenance funds must be used exclusively for building repairs, maintenance, and abatement of serious or imminent safety hazards, with unexpended allocations carried over year to year.
