Modifies funding amounts for pay-for-performance bonuses: fiscal year 2013 receives 50,744 support units; fiscal year 2014 receives 680,753 units allocated as 74.1% for performance bonuses, 7.4% for hard-to-fill positions, and 18.5% for leadership awards; fiscal year 2015 and beyond receives 68,770 units plus 50% of increased certificated staff pay appropriations.

Establishes state share bonuses for certificated employees based on school performance in student growth and excellence, with instructional staff receiving up to 1.00 share and administrative staff receiving up to 2.00 shares depending on school quartile rankings.

Authorizes school districts to designate hard-to-fill position bonuses for specific teaching certificates and endorsements, with bonuses not exceeding twice the statewide average bonus paid per certificated instructional employee.

Allows school boards to grant leadership awards to up to 25% of certificated instructional employees for additional duties such as mentoring, curriculum development, or earning national board certification, with maximum awards of twice the statewide average bonus.

Declares an emergency, making the act effective upon passage and approval rather than July 1, 2012.
