Requires all elementary and secondary school employees serving as teachers, supervisors, administrators, education specialists, school nurses, or school librarians to hold a state board of education certificate valid for their service position.

Allows the state board of education to authorize endorsement of out-of-state certificates for up to five (5) years if qualifications are not lower than Idaho requirements.

Exempts practice teachers and student teachers under supervision of certificated staff from certification requirements and guarantees them the same liability insurance coverage as certificated employees.

Extends certificate expiration terms by one (1) year during fiscal years when the legislature does not appropriately fund personnel movement through the education multiplier or freezes the education multiplier grid.
