Adds Section 67-6539 to Idaho Code establishing minimum standards for county approval of wind energy facilities exceeding 0.5 megawatt capacity.

Requires counties or developers to provide written notice to all landowners within 2 miles and all cities within 5 miles of the proposed facility, including project location, number of turbines, and ingress/egress routes.

Prohibits turbine tower bases within 2 miles of residential property unless waived in writing by the affected property owner.

Prohibits turbine tower bases from creating moving shadows, shadow flicker, or other visual effects on non-participating properties or public highways.

Prohibits turbine tower bases within 2 miles of residentially-zoned property unless waived in writing by all affected property owners.
