Authorizes the Legislative Council to appoint a committee to study the 2007 Integrated State Energy Plan and monitor energy, environment, and technology issues in Idaho.

Committee shall review the state's power generation needs and make recommendations for necessary changes to state law and the energy plan to protect health, safety, and environmental quality.

Committee may include nonlegislative members appointed by cochairs, though nonlegislative members receive no reimbursement and have no voting privileges on recommendations or proposed legislation.

Committee shall submit a progress report to the Second Regular Session of the Sixty-first Legislature and final findings and recommendations to the First Regular Session of the Sixty-second Legislature.

Continues a 14-year practice of legislative committees studying energy and technology issues from statewide and national perspectives.
