Request Governor and Department of Administration to create a high deductible health insurance policy with health savings accounts for state public employees and dependents, with unused account balances remaining in the insured person's possession year to year.

Require the state to contribute at least $2,500 annually to each insured employee's health savings account, with medical bills under the deductible paid by the employee using their account and individual presentation of paperwork to insurers to reduce administrative costs.

Establish the high deductible and health savings account combination as the preferred insurance option for all state public employees to create a large enough pool for premium savings, with potential expansion to public school teachers, local government employees, and eventually all Idaho citizens.

Direct study of companion insurance products for individuals with high medical costs, including a special high risk pool or incorporation into the existing Idaho High Risk Insurance Pool, with premium costs not exceeding 10 percent of total premium cost.

Require presentation of the proposed insurance products to the Legislature for review and approval at the start of the 2012 Legislative Session.
