State Board of Education is requested to convene a task force to evaluate the feasibility and pros/cons of combining the Division of Vocational Rehabilitation and the Commission for the Blind and Visually Impaired.

Task force shall examine impacts on services, governance models, opportunities to increase efficiencies, streamline federal reporting, and decrease duplication between agencies.

Task force membership includes Coalitions of Advocates for the Disabled, the Vocational Rehabilitation Council, the Commission for the Blind and Visually Impaired, and the Developmental Disability Council, with State Board of Education appointing all members and the chair except the Commission for the Blind and Visually Impaired appoints two members.

Administrators of both agencies, Division of Financial Management, and Budget and Policy Analysis Division of the Legislative Services Office serve as ex officio nonvoting members.

Task force shall report findings and recommendations to the Second Regular Session of the Sixty-first Idaho Legislature, Division of Financial Management, and Joint Finance-Appropriations Committee.
