Affirms the Parental Rights Amendment to the United States Constitution as introduced by Senator James DeMint and Representative Peter Hoekstra, which would establish parental rights to direct children's upbringing and education as a fundamental constitutional right.

Urges members of the United States Congress to propose the Parental Rights Amendment to the states for ratification.

Proposes three constitutional sections: declaring parental liberty to direct upbringing and education as fundamental; prohibiting government infringement without demonstrating highest-order governmental interest; and preventing treaties or international law from superseding these parental rights.

Directs the Idaho House Chief Clerk to transmit copies of this memorial to the President of the Senate, Speaker of the House, Idaho's congressional delegation, and legislative bodies of all U.S. states.
