Creates the "Fairness in Contracting Act" with intent to promote fairness in bidding and contracting.

Prohibits contractors, subcontractors, and labor organizations from providing or receiving wage subsidies, bid supplements, or rebates funded by labor organization dues, wages, or assessments.

Declares it illegal to use funds financed by labor organization wage collections to subsidize contractors or subcontractors doing business in Idaho.

Establishes penalties of up to $10,000 for first offense, $25,000 for second offense, and $100,000 for each additional offense for violations by contractors, subcontractors, or labor organizations.

Grants bidders, offerors, contractors, subcontractors, and taxpayers standing to challenge violations and awards costs and attorney's fees if challenges prevail.
