Amends Section 37-2701 of Idaho Code to revise the definition of "drug paraphernalia" in the Uniform Controlled Substances Act.

Renumbers items within the drug paraphernalia definition from (1)-(13) to (1)-(13) with clarified numbering, specifically reorganizing and renumbering kits, isomerization devices, testing equipment, scales, diluents, separation devices, blenders, containers, syringes, and ingestion objects.

Adds blunt wraps (including individual tobacco wrappers and roll-your-own cigar wraps made from tobacco) to the drug paraphernalia definition as equipment used or designed for use in introducing controlled substances into the human body.

Maintains the comprehensive list of 14 factors courts and authorities should consider when determining whether an object qualifies as drug paraphernalia, including statements of use, prior convictions, proximity to controlled substances, and legitimate supply status.
