Amends Section 18-6101 to define rape as penetration of oral, anal, or vaginal opening with a penis accomplished with a female under specified circumstances including age-based offenses, incapacity, force, intoxication, unconsciousness, fraud regarding identity or marital status, and coercion through threats of harm or property damage.

Clarifies that age difference for rape under subsection (2) is measured from date of birth of perpetrator to date of birth of victim, and provisions do not affect other age requirements in law.

Amends Section 18-8304 to correct code references for sex offender registration requirements and exemptions, allowing courts to exempt defendants age 19-20 convicted under subsection (2) if parties stipulate or defendant proves by clear and convincing evidence they are not a risk to reoffend.

Amends Section 19-401 to correct code references establishing no statute of limitations for prosecution of rape under Section 18-6101(3) through (89) or 18-6108(3) through (7), along with other specified felonies.
