Prohibits the Idaho Department of Fish and Game and the commission from adopting rules that ban motorized vehicles (including all-terrain vehicles and off-highway vehicles) on established highways, roads, trails, or areas open for motorized travel on federal, state, or county-owned lands, except on lands owned or leased by the department itself.

Prohibits the department and commission from defining the use of motorized vehicles as a "method of take" or "aid to hunting" in their rules.

Preserves the department and commission's authority to regulate hunting from motorized vehicles and to enforce unlawful methods of take under existing state law.

Does not restrict the department or commission's ability to enforce restrictions on motor-propelled vehicles on private lands adjacent to national forests when those restrictions protect wildlife or habitat.
