Senate Bill 1020 Summary

• Revises the definition of "Military service" to include service members who become disabled as a result of armed forces service, entitling them to military service credit through the date their disability allowance becomes payable.

• Adds "differential wage payments" (employer payments to employees called to active duty in uniformed services for more than 30 days) to the definition of "Employee" and excludes them from "Salary" calculations.

• Modifies the definition of "Disabled" to exclude only disabilities from service in armed forces of countries other than the United States (previously excluded all armed forces service).

• Establishes three separate effective dates with retroactive application: Section 1 retroactive to January 1, 2007; Section 2 retroactive to January 1, 2009; and Section 3 effective July 1, 2011.

• Declares an emergency to allow immediate implementation of the changes to the Public Employee Retirement System definitions.
