Amends Section 39-5606, Idaho Code, relating to department reimbursement for personal assistance services provided to participants.

Replaces archaic terminology "intermediate care facility for the mentally retarded" with "people with intellectual disabilities (ICF/MRID)" to update language.

Removes reference to "Personal assistance agencies and fiscal intermediary agencies" and clarifies that reimbursement rate adjustments for state fiscal year 2011 only occur if prevailing hourly rates are less than state fiscal year 2010 rates.

Maintains provisions requiring uniform annual reimbursement rates for personal assistance agencies based on prevailing hourly rates for comparable nursing home and ICF/MRID industry positions.

Requires the director to promulgate and adopt necessary rules to implement the requirements of the statute.
