Amends Section 20-209, Idaho Code to grant the State Board of Correction authority to provide or facilitate research-based rehabilitative services for incarcerated and community-based offenders at the discretion of the Idaho Department of Correction and as resources permit.

Authorizes rehabilitative services including programs for behavioral modification, education, vocational education, sexual offender treatment, substance abuse treatment, gender responsive programs, and other programs supported by correctional research to reduce offender risk.

Clarifies that nothing in the law creates any right or entitlement to rehabilitative services for offenders.

Renumbers existing subsections regarding private prison contractor authority, board rulemaking authority, HIV/AIDS services, and HIV prevention education services.
