Creates Chapter 18 of Title 61 (Grow Green Idaho Jobs Act) to establish expedited permitting for renewable energy projects using fuel cells, low impact hydro, wind, geothermal resources, biomass, cogeneration, solar, or landfill gas.

Requires state agencies and political subdivisions to expedite permit applications and approvals for renewable energy machinery and equipment as a priority within their jurisdictional authority.

Mandates renewable energy project developers to conduct informal public workshops at least 14 days before proceedings, with notice to newspapers, radio, and television stations in affected areas.

Requires projects to certify compliance with the current national electrical safety code and be constructed to best accommodate the public and prevent interference with other utilities.

Sets sunset date of January 1, 2014, though projects with applications filed before that date retain full protection until final approval.
