Prohibits legislators, the governor, and the lieutenant governor from soliciting or accepting contributions from registered lobbyists during regular or special legislative sessions and while pending legislation awaits gubernatorial action.

Exception allows the prohibition to no longer apply if the legislator, governor, or lieutenant governor files a declaration of candidacy during any legislative session.

Violations result in a civil penalty of $50.00 per occurrence with no additional penalties under the campaign finance chapter.

All contributions received in violation of this section must be forfeited to the state general fund.

Act takes effect immediately upon passage and approval, declared an emergency measure.
