Enacts the Uniform Adult Guardianship and Protective Proceedings Jurisdiction Act as Chapter 13, Title 15, Idaho Code, establishing uniform jurisdictional standards for guardianship and protective proceedings involving adults across multiple states.

Defines "home state" as the state where a respondent was physically present for at least 6 consecutive months immediately before filing a petition, and "significant-connection state" as another state with substantial evidence and connection to the respondent.

Grants Idaho courts jurisdiction to appoint guardians or issue protective orders if Idaho is the respondent's home state, a significant-connection state meeting specified conditions, or under special emergency circumstances (up to 90 days for respondents physically present in Idaho).

Establishes procedures for transferring guardianships and conservatorships between states, requiring provisional orders and acceptance by receiving state courts before finalization.

Allows registration of guardianship and protective orders from other states by filing certified copies as foreign judgments, enabling guardians and conservators to exercise court-authorized powers in Idaho.

Repeals former Chapters 9, 10, and 11, Title 15, Idaho Code, regarding foreign guardianships and conservatorships, effective July 1, 2011.
