Amends Section 49-117, Idaho Code, to revise definitions related to motor vehicles, specifically the definition of "principal place of business" for vehicle dealers.

Requires that books, records, and files necessary to conduct dealership business must be kept or reproduced electronically at the dealership's licensed location(s).

Allows dealerships to keep physical books, records, and files at an off-site location if the department is notified in writing at least 30 days in advance.

Requires physical books, records, and files to be made available to the department upon request within three (3) business days of such request.
